Collective Bargaining Agreements
at the University of Pittsburgh
The University has had collective bargaining relations with a variety of labor organizations since at least the 1930’s, during the construction of the University’s landmark building, the Cathedral of Learning. During the early years, the University’s labor relations activities and obligations were addressed by the National Labor Relations Board. The University became an Instrumentality of the Commonwealth in the early 1960’s; the University came under the jurisdiction of the Public Employee Relations Act 195 (PERA) in 1970, when Public Law 195 was passed as an amendment to the PLRA. The Pennsylvania Labor Relations Board (PLRB) has responsibility for all matters related to the collective bargaining process at the University.
